Civilian contract positions to become civil service

The office of Secretary of Defense Comptroller issued Resource Management Decision 802 in April, which has a goal to reduce the proportion of contractor funding 13 percent for service contracts.

"The RMD 802 is a result of efforts to cut down the number of contracts in the Department of Defense," said Gerald Singleton, 20th Fighter Wing manpower section chief. "It is to improve efficiencies and save money."

Mr. Singleton said RMD 802 may or may not have an economic impact for Shaw's local economy and job market.

"It depends on the size and scope of contracts and approval to convert," he said.

According to a press release, an Air Combat Command Integrated Product Team has been established to develop business rules and processes in order to execute RMD 802 for fiscal year 2010 through 2015.

The IPT is taking a phased approach: 

Phase 1: Identify contracts to convert to civilians
Phase 2: Execute on unit manning document
Phase 3: Conduct civilian personnel and contracting actions
Phase 4: Post job vacancy announcements

The IPT is also working through civilian classification and hiring processes to ensure civilian positions can be built and filled as quickly as possible to minimize mission impact. Competed positions will be advertised on USAJobs.com, and applicants can create automatic notifications for job opportunities of interest.

As RMD 802 is executed, the goal is to continue to share information with all stakeholders. This information will be provided in various forms at appropriate times throughout the process, including direct communications with affected contractors.
