Finance transitions to new program

Five subject matter experts on the Defense Enterprise Accounting and Management System held a meeting for budget and accounting members from McEntire and Charlotte Air National Guard Bases and the 20th Fighter Wing at the old base theater here, July 22.

The town hall meeting overviewed and gave insight to adjustments for the fiscal year 2015 transition to the new financial program, DEAMS.

"In 2012, the Chief of Staff of the Air Force stated how important audit-readiness is," said Col. Timothy Dunster, Air Combat Control/Financial Management, chief of the financial operations division. "DEAMS will get us into audit-readiness mode for having compliant systems."

Air Mobility Command was the first Major Command to implement the new system and as of June 2014, there were 2,600 users in DEAMS.

"The DEAMS program will go live 1 October at 10 ACC bases; Shaw being one of them. There should be approximately 5,600 DEAMS users by October 14," said Staff Sgt. Lindsey Snook, 20th Comptroller Squadron budget technician and Shaw AFB point of contact for DEAMS.

DEAMS provides the architecture to overcome audit deficiencies; ensuring the process is more timely, accurate, standardized, reliable and auditable.

"We've been using the current accounting program since 1969 and it's no longer compliant with the audit systems," Dunster said. "DEAMS has been in the works since about 2003."

The new program will combine all the current functions and systems into one.

"Two DEAMS subject matter experts are coming out to conduct training for the new program, which will be held at the education center here throughout August and October," Snook said. "We are forecasting approximately 175 attendees with budget and accounting from McEntire, Shaw and Resource advisors throughout the Wing."

The outcome of the new program will ensure the statutory requirements for FY 2017 have audit-compliant systems.

"It will be a consolidation of our documents from start to finish, making our retrieval of documents for Financial Improvement Audit Readiness and other research a smoother process. It will also improve fiscal stewardship by ensuring funds appropriated, expended and reported will be more accurate and efficient," Snook concluded.
