The markings are from the 363rd Tactical Reconnaissance Wing which flew the RB-66 at Shaw Air Force Base during 1965-1974. It is dedicated to all those who flew the RB/EB/B-66 and gave their lives in Southeast Asia April 7, 1965-August 15, 1973.
